The Institute of Science and Technology for Energy and Environment and the Quang Ninh Department of Science and Technology sign a cooperation program for the 2025–2030 period.

On the afternoon of October 7, 2025, at the headquarters of the Quang Ninh Department of Science and Technology, Institute of Science and Technology for Energy and Environment under the Vietnam Academy of Science and Technology and the Quang Ninh Department of Science and Technology officially signed a cooperation agreement. The event marked the beginning of a new phase of collaboration between the two parties in research, technology transfer, and the application of scientific and technological advances to promote sustainable development in the province.

Overview of the working session

Attending the ceremony were Assoc. Prof. Dr. Do Van Manh, Director of Institute of Science and Technology for Energy and Environment; Mr. Nguyen Manh Cuong, Master of Science, Member of the Provincial Party Committee and Director of the Quang Ninh Department of Science and Technology; along with leaders of affiliated units from both sides, scientists, experts, and representatives of several science and technology enterprises, production companies in the fields of environment, energy (coal and electricity), and aquaculture. Representatives from Ha Long University, Quang Ninh University of Industry, the Management Board of Bai Tu Long National Park, and the Management Board of Ha Long Bay (World Natural Heritage Site) were also present.

Assoc. Prof. Dr. Do Van Manh, Director of Institute of Science and Technology for Energy and Environment, delivered his remarks.

Mr. Nguyen Manh Cuong, M.Sc., Member of the Provincial Party Committee and Director of the Quang Ninh Department of Science and Technology, delivered his speech.

According to the contents of the agreement, the two parties will strengthen cooperation in the following areas:

  • Joint participation in proposing, ordering, and applying for funding and selection to implement scientific, technological, and innovation tasks serving the socio-economic development of Quang Ninh Province, in accordance with the Law on Science, Technology and Innovation and its guiding documents. The focus will be on tasks related to the implementation of Resolution No. 57-NQ/TW and the province’s list of major scientific, technological, innovation, and digital transformation challenges.
  • Building and introducing teams of experts and scientists in the fields of energy, environment, marine science, climate change, and circular economy to collaborate in evaluation, appraisal, policy advisory, and the formulation of socio-economic development strategies for Quang Ninh Province toward rapid and sustainable growth.
  • Focusing on research, application, and technology transfer of advanced scientific and technological innovations in energy, environment, marine science, climate change, and circular economy—areas of strength for both parties—to support local implementation and technology deployment in Quang Ninh.
  • Organizing scientific and technological conferences and seminars related to energy, environment, marine science, climate change, and circular economy.
  • Collaborating in the management and implementation of scientific, technological, and innovation projects in Quang Ninh Province; providing feedback and consultation to ensure the outputs comply with legal regulations and enhance the practical application of research outcomes led by the Institute of Energy and Environmental Technology.

During the working session, representatives from the Institute of Energy and Environmental Technology presented their latest research achievements and technological innovations in key areas that contribute to Quang Ninh’s sustainable development—such as environmental treatment and emission-free tourist boat models on Ha Long Bay; renewable energy and “energy island” models; and marine science applications for ecological aquaculture of high-value aquatic species. These outcomes not only demonstrate strong practical potential but also open up opportunities for technology transfer and collaboration between the Institute and Quang Ninh Province toward green growth, circular economy, and sustainable development.

Representatives from local enterprises, universities, and the Institute exchanged ideas on the needs and potential for applying science, technology, and innovation across the province. This dialogue helped strengthen the connection between research, implementation, and practical application, contributing to the province’s green, innovative, and sustainable economic growth.

At the conclusion of the ceremony, representatives from both sides officially signed the cooperation agreement on science, technology, and innovation for the 2025–2030 period. The agreement aims to promote scientific research, technology transfer, and support for enterprises in innovation across Quang Ninh Province. This partnership is expected to play a significant role in realizing the province’s sustainable development goals in the coming years.
